주세법 제40조에 의거 국세청장은 주류의 제조자나 주류판매업자에 대하여 필요한
명령을 할 수 있는바, 주류구매전용카드제 시행은 주류 거래의 투명성 확보 수단을
마련함으로써 부정주류유통관행을 근원적으로 차단하고,
우리나라 상거래에서 관행적으로 시행되고 있는 외상 거래를 지양하며
현금거래형태를 확립하고자하는 것이며, 주류구매전용카드 결제는 거래장소별,
거래시마다 결제를 하여야 하므로 여러 번의 거래를 일시에 하거나, 각 지점의 거래를
본점에서 일괄 결제하는 것은 본 제도의 도입취지에 어긋나는 것임.

국세청 고시 2000-8호
주류제조자나 주류판매업자는 주류를 거래하는 때마다 세금계산서 또는
주류판매계산서를 수수하는 것이나, 부가가치세법 제 16조 및 같은법 시행령 제54조에
의거 세금계산서(주류판매계산서는 거래시마다 교부함)는 교부특례규정에 의거
교부시기를 달리할수 있는 것임.
